“Armenian Air Traffic Services” (“ARMATS”) CJSC is a 100% state-owned commercial organization with a status of a legal entity, established to provide the following air navigation services within the airspace of the Republic of Armenia (“Yerevan” Flight Information Region (FIR)):

Company was founded in 1997 by separating the relevant services from “Zvartnots” airport. Since 2003 ”ARMATS” CJSC has been delegated to provide air navigation services for other national civil airports as well. Since its establishment, the Company has taken targeted and consistent steps to provide services in accordance with the requirements of the International Civil Aviation Organization (ICAO) and the European Organization for the Safety of Air Navigation (EUROCONTROL) as well as to comply with international standards and recommended practices.
ARMATS Context
For the determination of the organisaion context, ARMATS top management has been guided by the following operational principles:
- State the scope of organization,
- Identify and determine all the interested parties related to ANS service and their potential effect on organization’s strategy and the ability to achieve main goals and purposes,
- Develop feedback procedures in cooperation with the interested parties, clarify and determine all their requirements and satisfaction activities.
The company has also taken into account the following factors:

– Market and Competitive relations,
– Ecological,
– Legal and normative issues,
– Development tendencies in international, national and regional levels.
Mission and Strategy
The strategy of the Company is based on the national and international standards pertaining to safety and developed in close cooperation with ICAO and EUROCONTROL. The Company has the following mission:
- Assurance of safety and provision of high-quality ANS,
- Risks management justification in terms of both safety and economic efficiency,
- Implementation of complex activities directed towards the development of new opportunities,
- Maximum satisfaction of service user’s requirements and provision of effective reaction mechanisms,
- Increase in air traffic flow and attractiveness of the airspace of the Republic of Armenia to airspace users.
Corporate Policy & Human Resourses
Corporate policy
The Company has developed such a system of relationships among the Company’s management, board, shareholders, internal and external stakeholders that contributes to the economic efficiency of the Company, strengthening of mutual trust between the parties, definition of goals that comply with the interests of the Company, and selection of ways to achieve them. When making any decision or planning an activity, the Company analyzes and evaluates the potential impact of that decision or process on all stakeholders of the Company, taking into account its legal, professional, social and ethical aspects.
Relations with all stakeholders are governed by various legal norms, acts, agreements or contracts.
The corporate policy developed by the Company is also a unique control mechanism aimed at ensuring the balance between the parties of the Company and serving as a policy of accountability. The following factors stated below are also the parts of the Company’s corporate policy:

When defining the context of the Company, both the potential risks faced by the Company and newly emerging opportunities that may contribute to the improvement and development of the provided Air Navigation Service are taken into account.
The core basis of the organization is the personnel. The development of the Company depends on the professional experience of its staff. So ensuring the level of competency of the human resources is the responsibility of the Company.
The processes of human resources management and handling are dynamic and aimed solely at increasing efficiency level of the Company.
All the structural units of the Company, i.e. the top management and the staff, should have precise purposes of their activities. Progress is measured against the level of achievement of a common goal, which is the basis for motivating and promoting staff. The remuneration of the employees is based on their qualification, experience and operational responsibilities.

The Company’s Business Strategy, which is described in the Company’s “Five-Year Development Business Plan”, aims at assisting the Company in the summarization of its current activities and determination of the medium-term and long-term development goals, as well as measurement tools of goals achievement.
